Completed a doctorate course in Physics at the University of Tokyo and obtained his PhD in 1994.
Working as a professor of Interdisciplinary Information Studies at the Graduate School of the University of Tokyo since September of 2009.
Specializes in computer science. Working in research on ubiquitous computing, IoT, operating systems, computer networks, human-computer interfaces, smart cities, and open data in particular.

Noriaki Okui is a top-class management consultant in the ICT / high-tech / government sector. Having worked as an engineer and manager at IBM Japan, he moved to the Boston Consulting Group to become a management consultant, serving as an executive for Arthur D. Little and Bearingpoint.
He became independent in 2004.
During that time, he also served as a visiting professor at Waseda University Graduate School. He is also active in the business world as a member of the Japan Association of Corporate Executives. He has wide connections in the political, governmental, and business worlds, and conducts a wide range of consulting activities from management strategy to IT.
He has written books, published articles, given lectures, and appeared on television and radio many times.

In 1993, he was one of the first to commercialize wireless LAN systems. He became the IEEE802.11 TGai Chair in 2010, and received the Telecommunication Technology Commitee Award (Minister of Internal Affairs and Communications Commendation) in recognition of his contribution to standardization activities in 2017. In the same year, he contributed to the proposal of big data strategy as a member of the Advisory Board of the Turin G7 ICT Ministerial Meeting.
In 2018, he was appointed as AI Hospital SubPD for the Cross-ministerial Strategic Innovation Promotion Program (SIP.) He joined IEEE P3800 Data Trading System WG Chair in 2020, and participated in the establishment of this organization to promote data distribution beyond industry, academia, and government.
He assumed his current position in May 2018. He is a specially-appointed professor at Keio University SFC.

Since joining the company in 1993, he has been engaged in the local government business.
Currently, he is focusing on business planning and sales expansion for local governments such as smart cities, and other local governments through Digital Government, Smart City, etc.
He is in charge of the Connection Demonstration Committee at the Data Platform Consortium.

After joining the company in 1989, he undertook new product development in the R&D department of the head office. Since 2008, he has been in charge of commercialization of new products as a leader of sales promotion projects in the business division, and starting from 2016, he has been in charge of exploring new businesses in the marketing department of the head office as well.

He joined NTT in 1989. After the company’s de-merger, he worked on planning and developing OCN services at NTT Communications. He has been engaging in public business in the corporate sales department from 2010. He has been involved in new business development and demonstration projects related to policy issues, and is in charge of cybersecurity. He currently takes care of the usage of My Number and JPKI (public personal authentication), corporate authentication infrastructure, and public-private data utilization.

He joined Fujisoft Incorporated, and was mainly engaged in the design and construction of business systems for end users as an engineer and project manager.
Since 2007, he has been involved in public business, and has been in charge of proposals for large-scale system cloud migration, system renewal, etc. for central ministries as a project manager.
Currently, he is in charge of overseeing the planning and promotion of public business strategy as well as the training for project managers for the entire company.

For about 16 years, he was in charge of system engineering, corporate sales, new business development, etc. at the information system-related department and group companies at NTT headquarters (before the split).
After that, he managed an IT startup. After joining Uhuru Corporation, he worked as a leader of the development team, head of the human resources and general affairs department, head of the sales department, the head of the alliance department, and was in charge of the launch of IoT business.
He has been appointed as the company's CDTO (Chief Data Trading Officer) and is promoting smart cities, super cities, data distribution businesses, etc. He participated in DTA (currently known as DSA) as a founding member.
He has lectured all over Japan, lectured at universities and other educational institutions, contributed to industry magazines, and wrote books on IoT, data distribution, and smart cities.

He joined OMRON Corporation after working for IBM Japan, GE Japan, and Nissan Motor Japan.
He is currently leading an expert team of hypotheses and commercialization verification, aiming to create a business through digital transformation at OMRON.

He was engaged in customized businesses for municipalities after joining the company in 2004. Then, he became in charge of projects in the field of social security for both government agencies and municipal offices. Since 2014, he has been engaged in the design and development of My Number-related systems, and is currently in charge of digital government-related fields, especially the data linkage infrastructure service business.

He joined NEC software-related companies and worked for many years as a lead engineer in consumer OS development in North America and Japan.
After promoting the launch of embedded and IoT businesses, he became in charge of new business development regarding smart cities and super cities.
He is involved in a wide range of activities, from those linked to national policy such as COCN digital smart cities, data linkage infrastructure, data-utilizing smart cities, and smart city reference architectures to the implementation of the smart city concept in multiple regions.
In Japan, he is a leading expert on FIWARE of Europe's smart city infrastructure.
At the former Data Platform Consortium, he served as the chairman of the Technical Guidance Committee.

He has been in charge of the public sector since the first phase of e-government, and has been engaged in EA such as e-Rad for business and system optimization, EA for survey statistics, and design and development.
Currently, he is involved in consulting and PMO for NS Group companies. Participated in DSA since the establishment of DPC, the predecessor of DSA, to create markets related to data distribution and utilization.

He was in charge of planning services related to smart city and digital government at TIS, a major SIer. Since joining TIS, he has been involved in new business development and advanced technology development for most of his career, and has also worked as a project manager for enterprise systems such as production management in the manufacturing industry. He became the leader of R&D section in 2009, and is in charge of enterprise and the creation of open ecosystems such as the use of advanced technologies, like multi-site development, multi-cloud, AI, robotics, and XR.

After joining NEC in 1988, he was in charge of IT solutions for financial institutions, and later launched a company-wide big data business. While engaged in the promotion of AI and data utilization, he strongly recognized the importance of privacy and human rights issues, and established a specialized organization to disseminate information both inside and outside the company, raise awareness, and make policy proposals.
He is currently engaged in consulting on data distribution for the public and private sector at Japan Research Institute.
Outside the company, he is widely involved in national data distribution policy through rulemaking activities such as camera image utilization, information trust function, privacy governance, trust services, etc., while working as an expert member of the Science and Technology Council of the Ministry of Education, Culture, Sports, Science and Technology, chief of the Keidanren Data Strategy WG, and member of various study groups.

In 1996, he joined Asahi Audit Corporation (currently known as KPMG AZSA LLC) and mainly engaged in accounting audits. Currently, he is engaged in advisory work such as XBRL-related work and data analysis support work.
Outside the company, he works as the chairperson of XBRL Japan, auditor of Japan Alternative Data Accelerator Association, chairperson of Japanese Institute of Certified Public Accountants Digital Trust Working Group, and member of IFRS Foundation IFRS Taxonomy Consultative Group.

He received Dr. Eng. degree from the University of Tokyo, Japan in 1991. Before joining NII, he worked at Nara Institute of Science and Technology as an assistant professor and an associate professor between 1991 and 2000. He has been the Sumitomo endowed professor at the University of Tokyo between 2005 and 2010. His interest includes Artificial Intelligence, in particular, Semantic Web and Linked Open Data (LOD).

He was graduated from Keio University with a bachelor degree of policy management in 2002, completed a master's course in social informatics at the graduate school of Kyoto University, and completed a master’s course in law at Keio University Graduate Law School in 2007. He got a job as an attorney at Hikari Law Office in 2008, and has been a partner attorney since April of 2016. From April 2010 to December 2012, he was seconded to the Consumer Policy Division Personal Information Protection Promotion Office of the Consumer Affairs Agency (currently known as the Personal Information Protection Commission Secretariat.)
He has been a visiting senior researcher at RIKEN Center for Advanced Intelligence Project since April 2017, and a visiting professor at the National Institute of Informatics since May 2018. He has been an invited professor at Research Center for Social Technology Co-Creation, Osaka University since May 2020 as well.

He graduated from the Faculty of Science and Technology, Department of Mathematical Sciences of Keio University. He passed the former bar examination when he was still a graduate student at Keio University Graduate School of Science and Engineering.
He worked for the Mori, Hamada & Matsumoto Legal Office for about 9 years at its Tokyo and Beijing offices, and handled international disputes, bankruptcy, intellectual property, and overseas investment. Lately, he has been working on business advice and building new systems in industries such as finance, healthcare, real estate, MaaS, and IT.
He has served as a member of Investment WG and Growth Strategy WG, Council for Promotion of Regulatory Reform, Cabinet Office, Ministry of Internal Affairs and Communications/Ministry of Economy, Trade and Industry information trust function, Managing Director of Fintech Association of Japan, Director of Real Estate Tech Association, General Incorporated Association JCoMaaS Director, etc.
